Those who are new to the Craft are often confused after reading a couple of books, for exactly the reason you state.
Every author explains how to do Witchcraft from their own point of view. The problem is that you tend to get what seems to be contradictory information from different authors.
The real answer to your question is, do what works best for you. Try using the different techniques that you've read about, using each for a different ritual, then see how well each technique seems to work for you.
You are the only person who can decide what works best for you.
I realize this may sound like I'm giving you the brush off. You are looking for solid information on how to Call Quarters.
This is where having a teacher can be extremely beneficial. A teacher can step in and guide you by feeling the energy that comes when you make the Call. That teacher can also help you gain the confidence that you need, in order to have the Elementals do your bidding.
Remember that you want to learn and be comfortable with Banishing, before you attempt to Call. You want to be able to Banish anything that may come when you Call, no matter what may show up.
Again, this is something a teacher can help you with.
Don't be afraid to experiment, to find out what works best for you. Once you find what works best, use it from that point on. You may find later, that something else seems to work even better. That's fine.
You must learn to trust yourself. Trust that you will know what works best for you, when you try it. That is what separates a true Witch, from those who just play at it.
