Talk to the people behind the counter. Tell them you are interested in Witchcraft, and wanting to learn. Let the conversation flow naturally. They will most likely ask you some questions about what it is exactly you are looking for. "I don't know" is a very valid answer. After all, if you're just starting out, you really don't know what you are looking for.
The conversation and the feel of the shop in general will tell you if you think you can trust these people to give solid information or not. If not, find another store and try again.
Even a good store with a solid reputation may have a bad feel about it. I know that I never liked how Isis Books at its original location felt. The new store has a much better feel about it.
Ask the people if there are any upcoming Pagan community events that you could go to. The book stores should have all the information on anything happening in or around town. These events are a great way to meet local Witches, that you would have never known otherwise.
You may even be surprised to find that you already know one or two. It's been known to happen.
Networking, talking to Witches in your area, saying hi, being friendly, and basically making friends, is the best way to find a Coven. Going to these events is the best way to meet local Witches and Pagans, and make new friends. After all, you're much more likely to trust a friend when she tells you about a Coven she knows about.
Get out, and get known by the local Pagan community. Check meetup.com for Witch Meetups in your area. I run a local Witch Meetup, and you can find a map here that will give you everything you need to know in order to find a Meetup near you, if there is one.

Yes, Witches have Covens and they are all over the world. I currently run a small group of six, including myself.
I'm going to guess here, that what you are really asking is, how would you find a Coven.
First you need to know that there are two basic types of Coven. There is the Working Coven, and the Teaching Coven. A Working Coven is a group of Witches that come together to work magick. They have usually been working together for a long time, and people don't ask to join them, if the group sees someone they think will benefit the group, then the High Priest or High Priestess will invite that person.
Teaching Covens on the other hand, tend to be much more open, and they may take on students regularly. My group is more of a Working Coven, though my students are members. My students are mine, not students of the Coven.
The best way to find a Coven, any type of Coven, is to pay a visit to your local Metaphysical Bookstore, or if you have one, Pagan Coffee shop. If you don't know where to find one, check your local Yellow Pages, or do a search on Google. Type in the words, pagan book store, followed by the name of your city.
Now, you don't want to just go in and ask where you can find a Coven. The people behind the counter may not know, and even if they do, they don't know anything about you, so they're not going to give you that sort of information.
Instead, look around the shop. Close your eyes and feel the general atmosphere of the shop. Does it feel good? Does it feel uncomfortable? How the shop feels to you will determine a lot about what information you want to give out.
Look for fliers on the door and windows, as well as at the counter. There may be one that you can take with you, that has everything you were looking for.
